Laterals and repipes in a city built on slopes
Moulton Niguel Water District keeps up about 500 miles of sewer pipe and 17 lift stations, and its Regional Treatment Plant, next to Laguna Niguel Regional Park, treats about 85 percent of its customers' wastewater together with Plant 3A. None of that system includes the short pipe under your own yard. Under the district's standards the lateral is generally the customer's, up to and including the wye on the main, so repairing it falls to the owner. Most laterals here went in with the houses: the median home dates from 1986, and nearly a quarter of the housing predates 1980. Four decades of roots, cars crossing a driveway and slow settling of fill are enough to open a joint or flatten a section.
A lateral that has kept its round shape can be renewed from one or two small pits. One way is a resin-soaked liner, pulled in and cured until it is a new pipe inside the old. The other is bursting: a steel head is dragged through, shattering the old line outward, and the replacement pipe rides in behind it. Hillside ground is a reason to prefer those methods here. On a lot with a landscaped or engineered slope, two small pits disturb far less ground than a trench cut along the whole line, and the planting, irrigation and drainage on that slope stay as they were. When a lateral has collapsed or lost its grade, excavation is still the right answer, and we say so.
Repiping applies the same thinking to the pressurized side. Copper that has started to pinhole rarely stops at one leak. A single leak is repaired where it is. When leaks repeat, we lay out new copper or PEX lines overhead and inside the walls, which in a slab house also retires the pipe buried under the floor. About 20 percent of the city's homes are single-family attached, and there a drain stack or a water line can serve more than one household, so we trace where the fault begins before proposing anything. What a lateral repair or a repipe costs depends on
With a lateral, scope follows three measurements: the length that has failed, the depth of the pipe, and what sits above it. A lawn is forgiving. A driveway, a block wall, a mature tree or a slope that an association plants and waters is not, and with more than 120 homeowner associations in Laguna Niguel it is worth knowing who maintains the ground before anyone digs. The pipe's condition counts as well: once a line has caved in, neither a liner nor a bursting head can get through it, and digging is what remains.

San Juan Capistrano and Ladera Ranch
In San Juan Capistrano, 53 percent of homes predate 1980, and the City requires a permit to alter, repair, move or remove a plumbing system, with some exceptions. Ladera Ranch was built mostly in the 2000s, and repairs there are permitted by the County of Orange.

Short answers on laterals and repipes
A whole-house repipe becomes the sensible choice when leaks repeat. One pinhole can be an isolated flaw. A second and a third in the same piping say the metal is thinning throughout, and each further patch buys less.
Trenchless work needs one or two pits, usually where the lateral leaves the house and near the property line. Between them the old pipe is either lined with cured resin or burst and replaced along the same path, while the ground in between stays as it is.
A repipe is scheduled around you. The written scope names the rooms in order and the periods when water will be off, so cooking, bathing and working from home can be planned.
People normally live in the house throughout a repipe. Closing and patching the drywall comes last, and it is already priced in the quote.
