What we know about San Juan Capistrano

The seventh mission in the California chain was founded here on November 1, 1776, and the Great Stone Church of Mission San Juan Capistrano came down in the earthquake of December 1812. Board-and-batten houses later rose beside Mission-era adobes in the Los Rios area, the railroad reached town in 1887, and the City incorporated in 1961. Its 1974 General Plan set out to protect historic resources, open space and ridgelines. Beside that history, though, most of the housing is far younger than the mission, and it is the younger homes that make up most of the plumbing here.

The 1970s built more of San Juan Capistrano than any other decade: 36 percent of its roughly 13,100 housing units, in Census figures. Add everything older and 53 percent of homes predate 1980, which is why the median build year lands on 1979. Detached houses come to 57 percent of the total. Mobile homes are about 10 percent, a larger share than in Laguna Niguel or any of the other five places profiled on this site, and 81 percent of occupied homes belong to the people living in them, which is also the largest share. In a mobile home the water lines and drains run under the floor, behind the skirting, where a slow drip can go unseen for a long time.

Most of the city's water and sewer service moved to Santa Margarita Water District on November 15, 2021, when it took over the City's systems as its Improvement District 9; some areas are served by South Coast Water District or Moulton Niguel Water District instead. The water is a blend. Local groundwater leaves the San Juan Groundwater Plant nearly soft, at 2.9 mg/L, and is then mixed with harder supply imported by way of the Diemer and Baker plants, so 2025 samples swung between 89 and 290 mg/L and averaged 210 mg/L, about 12.3 grains per gallon. That is softer than the imported supply alone, yet still hard enough to scale a water heater. In 2024 testing, lead was not found in any of the 31 homes sampled.

Plumbing permits are issued by the City's Building Division, which sees the public at City Hall by appointment. With some exceptions, a permit is required to alter, repair, move or remove a plumbing system, and remodel plans are still turned in on paper, in person. In a community with an HOA, work that changes the outside of a home needs the association's written approval first. The 2025 California Plumbing Code took effect here on January 1, 2026. If your repair needs a permit, we take it out ourselves and stay with it through the City's final inspection.
