What we know about Laguna Niguel

Laguna Niguel was planned long before it became a city. The Laguna Niguel Corporation, formed in 1959 by Cabot, Cabot and Forbes, turned the old Rancho Niguel land into one of the first master planned communities in California, following a roughly 7,100-acre plan drawn by Victor Gruen and Associates. Land sales opened in 1961, Avco took over the plan in 1971, and on November 7, 1989, 89 percent of voters chose cityhood; Laguna Niguel became the 29th city in Orange County that December 1. The planning still shapes plumbing calls: more than 120 homeowner associations each keep their own CC&Rs, so an early question on many jobs is whether a pipe belongs to the homeowner or to the association.

The Census counts about 27,600 housing units here, and the 1980s were the busiest building decade by a wide margin, with 44 percent of homes. Another 20 percent went up in the 1990s and 16 percent in the 1970s, which puts the median year built at 1986; only 24 percent predate 1980. Fifty-five percent are detached single-family houses, 20 percent are attached homes such as townhomes, and 67 percent are lived in by their owners. A house from the mid-1980s is about forty years old now. That is the age when original shutoff valves stiffen, supply lines under sinks begin to weep, and the water heater in the garage is rarely the one the builder put in.

Moulton Niguel Water District, formed November 16, 1960, supplies the city, and all of its drinking water is imported: about two-thirds is treated at Metropolitan's Diemer plant and one-third at the Baker plant in Lake Forest. In 2025 those two sources measured 236 and 293 mg/L of hardness, or 13.8 and 17.1 grains per gallon, so scale gathers in tankless heat exchangers, faucet aerators and the bottom of tank heaters. On the sewer side the district keeps about 500 miles of pipe and 17 lift stations that pump sewage over the ridgelines toward its treatment plants, among them the Regional Treatment Plant beside Laguna Niguel Regional Park. Under the district's standards the lateral from your house is generally the customer's, up to and including the wye where it meets the main.

More than a third of Laguna Niguel is designated open space, and landscaped slopes run between many of its neighborhoods. On a lot beside one of those slopes, much of the plumbing is buried: the water service from the meter, the irrigation lines that feed a planted bank and the sewer lateral on its way to the main. A leak in any of them can run for a long while without showing at the surface. So on a hillside lot, a meter that keeps turning with every fixture off is worth tracing early, while the wet ground is still a small area. For paperwork, the Building & Safety Division sits in City Hall at 30111 Crown Valley Parkway, though every application can go through the City's Online Permit Center. Sewer connections, sewer caps, water heaters and their vents all appear on the residential form.
